Windows fails to boot, can one recover the data

The answer will always be yes, provided that the HD has not been erased with security in mind.

Well a few weeks ago, I was given a laptop to use and I do not know what I did. But it refused to boot anymore, and restoring from original CD was not an option.

It appears that Windows Vista, locked the Hard drive from further use.

So what did I do! Eventually I came across a boot cd that had the utilities that I needed to recover the data, and although it worked and I was able to do my job. I also came across the following link that explained what I did, or eventually ended up doing to receover my data.

The silly thing, it blows the user security features out the water. Which one would expect.
