When is a search engine no longer effective?

The short answer is when it doesn't know how to follow new data.

That maybe confusing to most, but I came across the below blog post where yahoo seems to have serious problems with their search engine crawlers.

Dear Yahoo - Please get with the program (or, why am I still getting traffic to my old IP even though I updated my DNS entires?)
